Introduction and Background
Brief Historical Background
In pursuance of the guide lines laid down by the founder of the nation Quaid-i-Azam Muhammad Ali Jinah for the “immediate and urgent need for training our people in the scientific and technical education”, the Government of Pakistan established the National Technical Teachers’ Training College (NTTTC) at Islamabad in 1982 under the administrative control of the Ministry of Education. This was followed by the establishment of the Institute for the Promotion of Science and Technical Education (IPSET) in1989. The primary aim was to develop and promote technical and science education in the country. As a consequence of the government right-sizing policy, the two institutes were merged and restructured as the National Institute of Science and Technical Education (NISTE) on April 04, 1997. National Technical Teachers Training College (NTTTC) National Technical Teachers Training College (NTTTC) was established in 1986 under the Technical Education Project Phase-I (1985-93) launched by the Ministry of Education, Government of Pakistan with the financial assistance of Asian Development Bank (ADB). The college was established as regional center for technical and vocational education. The main objectives of NTTTC were training and upgrading in-service technical teachers. It provides academic and teaching learning material resources for the polytechnic institutes in the country and is responsible for the supervision of technical education curricula. The Board of Governors under the chairmanship of the Federal Education Secretary, and the Executive Committee headed by the Director General were the bodies that govern and administer the NTTTC. Institute for the Promotion Science Education and Training (IPSET) The Institute for the Promotion of Science Education & Training (IPSET) was established in 1989 under the Science Education Project for Secondary Schools Phase-I, launched by Government of Pakistan, Ministry of Education (1989-94) with the financial assistance of Asian Development Bank. The main aim of IPSET was to institutionalize the developmental efforts in the field of science education in the country. The Institute was chartered with the specific objectives for the advancement of science education in the country at the school level and to develop the science curriculum, prepare text books relative to these subject, train master teacher trainers, reform examinations and conduct research and evaluation studies. Later on the Institute was also empowered for the federal supervision of curricula; text books in science, mathematics and computer education in the country under the Act 1976. The Board of Governors, under the chairmanship of the Federal Minister for Education, and the Executive Committee, headed by the Federal Education Secretary, were the supreme bodies that govern and administer the Institute. National Institute of Science Technical Education (NISTE) Spread over 30 acres of prime land in the center of Islamabad, the nation’s capital, NISTE is fully equipped to meet the challenges of the 21st century. The merger of the Institute for Promotion of Science Education and Training (IPSET) and National Technical Teacher Training College (NTTTC) was carried out in 1997 and restructured into NISTE. The functions and performance of the two organizations is to achieve quality education (science & technical) including in-service training (human resource development), research and development of instructional technology, co-ordination of science and technical education activities at the national and international levels, and popularization of scientific and technical culture in the country. The restructuring of the two institutes is compact and cohesive and has improved internal efficiency in terms of optimum utilization of basic equipment, buildings and academic and human resource. The development programmes improved external efficiency by bringing science and technical education curricula in-line with labour/job market needs and improved links with industry, sister organizations and other sub-sectors of education. NISTE is an apex Institute of the Ministry of Education to cater the futuristic needs at National and Regional levels in the field of Science and Technical Education. The Institute has developed and implemented at the national level the latest research-based curricula and teaching learning resource (TLR) material for the science subjects up to secondary level and technical subjects up to Diploma of Associate Engineer (DAE) level, alongwith the reforms of the examination system. Presently, NISTE is undertaking a large number of academic programmes of vital importance, some of which are as under: 1) Educational and training courses in following areas: -
2) Training of professionals and teachers in the various areas of science and technical education from all provinces of Pakistan, Pakistan Air Force, Pakistan Aeronautical Complex, ENERCON, Ministry of Labour Manpower and Overseas Pakistanis and National Rural Support Programmes (NRSP).
3) The Institute has recently revised the curricula for 3-year Diploma of Associate Engineer in more than twenty-five technologies (150 subjects) according to the emerging trends and the requirement of the age.
4) The Institute has launched a number of diploma and certificate programmes in various technologies including Information Technology.
5) The Institute is collaborating with foreign sister organisations like UNESCO, UNEVOC, CPSC, UNICEF, etc., for the development of science and technical education.
6) Development of textbooks and manuals for science & technical subjects for schools and polytechnics, respectively. Accordingly, a package of 42 science textbooks, 18 textbooks and 17 manuals for Matric Technical stream and 100 textbooks and manuals for DAE students have been published by NISTE.
7) Initiated B.Ed.Tech. programmes as per National Education Policy 1998-2010 to meet the much needed professionally trained teachers for the technical education system.
